NEWBURY—A Puerto Rico-based education and agricultural nonprofit wants to develop a new branch of its organization on a 101-acre farm in West Newbury. Plenitud VT is the farming enterprise looking for approval from the Newbury Development Review Board to establish a facility on North Road.
